Anime came from manga, and manga came from Tokiwa-so. The history of manga and anime began in that two-story wooden apartment building which once stood in Shiinamachi (present-day Minami-Nagasaki, Toshima City).

Toshima City has a variety of theaters large and small, and performances are also often held in parks and open spaces, so the whole community serves as one big stage. The city holds theater festivals that center on participation by residents as well as international performing arts festivals.

At one time, Toshima City shone brilliantly as “Ikebukuro Montparnasse,” and was known as a gathering place of young artists. The city will continue to develop the spirit of that time.

Toshima City has three nationally designated important cultural properties, and there are also buildings and folk performances that the city will pass on to future generations as highly visible and dynamic cultural properties.

A gardener from Somei Village (present-day Komagome, Toshima City) reportedly bred the famous flowering cherry tree variety known as Somei-Yoshino.

Toshima City has a deep connection to owls.
Owl-themed art objects appear throughout the city, and there is also a library dedicated to owls and horned owls.

International City of Arts and Culture, Toshima City is a cluster of neighborhoods that brim with character.
