Cultural Strategies

From subculture to high culture, from traditional to cutting-edge culture, a greater fusion of the arts and entertainment and other efforts to promote community development rich in the arts and culture are being made. A key point is to highlight the distinctive style of cultural coexistence found only in Toshima.  

Spatial Strategies

To generate the spaces necessary to become an international city of arts and culture, we will restore urban domains reflecting the priorities of automobiles and efficiency to a people-friendly focus, expanding such dimensions throughout the city with the theme of furnishing a “stage where everyone’s a star.” Toward that end, we will promote genuine human scale urban development rooted in solid citywide alliances between the public and private sectors.

International Strategies

With our sights set on hosting the Culture City of East Asia event, we will devise and execute measures to convey the appeal of the International City of Arts and Culture Toshima concept to an ever-wider global audience. We will also devote resources to improving the environment for hosting the steadily increasing numbers of overseas tourists in Japan, creating a systematic stance to bolster the city’s inbound function. These policies will be accompanied by a tactical revitalization of local industry with the potential of overseas advances keenly in mind.
