Types of Certificate

Bring personal identification (residence card, etc.) to relevant service window to receive various certificates. If a proxy will be obtaining your certificate on your behalf, the proxy must have personal identification and a power of attorney written by you.

Residence Certificate

Such documents are a certified copy of the items listed in your Resident Record. At the same inquiries counter, it shall also be possible to apply to receive a Certificate of the Items Stated in a Resident Record. When applying to receive such copies over the counter, a 400 yen handling charge shall apply for each certified document issued.

As for the filing of applications for certified copies/documents by post, you are asked to inquire in advance regarding what support documentation you shall be required to submit as part of any application.

Furthermore, by requesting by telephone in advance that certified copies be prepared on your behalf, there is also a service that such copies may be picked up by you from 5:30 p.m. to 9:00 p.m. Such documents may be picked up from the delegated inquiries counters (located both on the 1st floor of the Main Toshima City Office Building and at five community culture centers (Chiiki Bunka Sozo-kan) throughout the city). Family Register Certificates

There are various certifications such as the family registers of Japanese nationals and the certificate of acceptance by the Toshima City Office of the various notifications submitted. Please inquire regarding handling charges, support documentation and applications made by post.

Tax Certificates

Toshima City issues certificates such as taxation (or tax exemption) certificates and tax payment certificates for resident tax.

  1. Taxation (or tax exemption) certificates and tax payment certificates for resident tax
    These certificates cannot be issued if you have not filed a tax return or you did not have resident record in Toshima City as of January 1 of the relevant year. Furthermore, the city also cannot issue payment certificates for resident taxes to those individuals who have been granted a tax payment exemption. A 300 yen handling charge applies for each certification.
  2. Payment certificates for light-vehicle taxes
    Payment certificates for light-vehicle taxes, which is used for Japanese Compulsory Insurance Inspection (commonly-known as shaken in Japanese), are issued free of charge. These certificates are not issued at convenience stores.

Using your My Number Card at multi-purpose copy machines of convenience stores and certificate-issuing machines

If you have a My Number Card, you can obtain the following certificates from multi-purpose copy machines at convenience stores and certificate-issuing machines located on the 3rd floor of the City Office, Tobu Residents Office or Seibu Residents Office.

A 300 yen handling charge applies for each certification that is issued.

  • Residence certificate *It is also possible to receive a Residence certificate of the same household member.
  • Seal registration certificate *This option is only available to those individuals who have registered their personal seal with Toshima City.
  •  Taxation (or tax exemption) certificates for resident tax (for the two most recent years)
    Note: Only certificates for the registered cardholder can be issued.
  •  Resident tax payment certificates (for the two most recent years).
    Note: Only certificates for the registered cardholder can be issued.

Who can utilize these services/Requirements

To use this service, you must be registered as a resident of Toshima City, and have a My Number Card with a Digital Certificate for Usage registered on to it.

Notes:

  1. This service is not available to those who have not registered their Digital Certificate for Usage to their My Number Card, and those less than 15 years of age.
  2. However, taxation certificates are available only to those who have been continuously registered as residents of Toshima City from January 1 of the fiscal year for which the certificate is required to the day the certificate is being obtained.

Note: Residence certificates with your My Number listed on them cannot be issued at multi-purpose copy machines of convenience stores or certificate-issuing machines.

  • This service cannot be used using an Individual Number Notification Card, a Toshima Resident Card, a Combined Personal Seal Registration Certificate and Toshima Resident Card, or a Basic Resident Registration Card.
  • If you are a newly registered resident of Toshima City, you have changed your PIN number or received a new My Number Card, you can use the multi-purpose copy machine of convenience store and certificate-issuing machine services from the following day.

Multi-Purpose Copy Machines of Convenience Stores

The certificate-issuing services available at convenience stores may be used from 6:30 a.m. to 11:00 p.m.

Certificate Issuing Machines

Weekdays, 8:30 a.m. to 5:00 p.m.

Saturdays and Sundays, 9:00 a.m. to 5:00 p.m. (City Office only)
