Resident Registration / Residence Card

If you are a foreign resident living in Japan for the medium-to-long-term (someone to whom a Residence Card can be issued), you must file an application for Resident Registration with your municipality within 14 days of taking up your residence.

Once you have filed a Resident Registration application, a Resident Record will be created in your name. It will list items such as your name, your address, your date of birth, your gender and other information regarding your residence, etc. Moreover, in addition to providing proof of residence in Japan, a Resident Record will allow you to register your personal seal, and to also receive access to various administrative services such as National Health Insurance and public education.

When your address is newly-determined

If you newly arrive in Japan or if there is a change in your resident status*, you must also file an application for Resident Registration by submitting your Residence Card to the Toshima City Office within 14 days of your having determined your residential address. Toshima City Office will print your residential address on your Residence Card.

  *from being a short-term visitor to becoming a medium-to-long-term resident (meaning you are eligible for Residence Card)

If you are registering as a new resident in Japan in Toshima, the Toshima City Office will send you an Individual Number Notification Card with your My Number printed on it. As an Individual Number Notification Card or My Number Card will be needed to complete taxation and health insurance procedures, etc., please make sure you receive your mail. Please notify the post office of your address and make sure your name is displayed on your front door. Most importantly, make sure to keep your card in safe place to prevent possible leakage of your My Number.

*If you are in Japan as a short-term visitor, you cannot file an application for Resident Registration.

*If a member of your family applies for Resident Registration as part of your household, he/she must submit the documents which clarify his/her relationship to the head of your household. They are family register, marriage certificate or birth certificate, and both original copy and Japanese translation should be submitted.

*If you did not receive your Residence Card upon your arrival at airport in Japan, please register your address at the City Office submitting your passport. “Residence Card to be Issued Later” stamp appears next to the entry permit in your passport. Your Residence Card will be sent by mail to the residential address listed in your Resident Registration.

When you move to Toshima City from another municipality (Registration for moving-in)

If you move to Toshima City from another municipality, you must notify the city of your new address by submitting a Change of Address Certificate, your Residence Card, and your My Number Card (if you have one) within 14 days. As for the Change of Address Certificate, it is asked that you make arrangements to receive one in advance by filing a moving-out notification with the municipality where you previously lived. If you have a My Number Card, it can be used for moving-in procedures instead of the change of address certificate.

When you are notifying the municipality of your previous address, please tell them that you have a My Number Card.

When you move out of Toshima City (Registration for Moving-out)

You can handle the moving-out notification procedures approximately two weeks prior to the date you plan to move out. Please notify Toshima City of your change of address in order to receive a change of address certificate. Please take care not to lose the Change of Address Certificate, and submit it to the office of the municipality where you move.

When you move within Toshima City

If you move within Toshima City, you must notify the city of your new address by submitting your Residence Card and My Number Card (if you have one) within 14 days after moving.

The Immigration Services Agency of Japan issues residence cards. Generally, your name will appear on your card using the English alphabet in the same way as in shown in your passport. However, if you are a citizen of a state/territory where kanji characters are used (for example, the People's Republic of China, the Republic of China, the Republic of Korea or the Democratic People's Republic of Korea, etc.),your name will appear in Kanji upon your request.

Please note that the “Address Registration Table” on the reverse side of your Residence Card is for administrative purposes only. Please make sure not to write anything on the reverse side of your Residence Card yourself.

  • If you change your name, visa status or other details (not including your address), please report the changes to the Immigration Services Agency of Japan. You will be issued a new residence card after your notification of change has been reviewed and approved.
  • If you lose your residence card, please report the loss to the police first. Please bring the police report to the Immigration Services Agency of Japan to obtain a new residence card.

Note:Special Permanent Resident Certificate is issued at the municipality office where you live.
