Daily Life Information for Foreign Residents
The Family Register is an official record which registers and notarizes name of individual, date of birth, marriage, and so on. Even though foreign nationals do not have family register in Japan, you are requested to report to the City Office on birth or death in your family. You may also choose to report marriage and divorce as well. Please inquire about what documentations, etc., is required to complete such procedures.
If a baby is born in your family in Japan, a Notification of Birth needs to be submitted to the Toshima City Office within fourteen days of the birth having occurred.

After a Notification of Birth is submitted, resident registration and childcare allowance applications will be processed for the child. Please come to the City Office with your residence card and health insurance card. Please understand that the procedure may sometimes take longer time than you expect.
The followings should also be applied for your child.
・Passport at your embassy
・Residence Card at the Immigration Services Agency within 30 days after the birth.
Note:If either of the parents is a special permanent resident, please apply for a special permanent residence permit for your child at the City Office. Ask the Resident Record Group of the General Information Center Section for more details.
When a family member passes away in Japan, a Notification of Death needs to be submitted to the City Office within seven days of the person’s death recognized.
If you wish to officially get married in Japan, you may do so by reporting your marriage to the City Office submitting the followings:

If an amicable divorce is to be conducted in the Japanese style, a Notification of Divorce will need to be submitted to the City Office. Please inquire for more details. Please note, however, that certain countries do not accept Japanese notification of divorce. If your country doesn’t, please contact your embassy in Japan.
