家庭内や親密な間柄で起きる虐待や暴力のないまちをめざし、全国初の都市宣言「虐待と暴力のないまちづくり宣言」が、豊島区議会平成25年第1回定例会において全会派一致で採択されました。
夫婦や恋人同士の間でおきる暴力、子ども・高齢者・障害者などへの虐待は著しい人権侵害であり、決して許されるものではありません。
また、子どもが家庭の中で暴力を目にすること、体験することは、「暴力の世代間連鎖」を引き起こすともいわれています。子どもたちが身近な大人から暴力を学ぶことのないよう、家庭から、地域から、あらゆる暴力を根絶しなければなりません。
セーフコミュニティ国際認証都市として、区は、虐待と暴力の問題を社会全体で解決すべき課題として、区民の皆さんとともにこの問題が少しでも改善に向かうよう、取り組みを進めていきます。

わたしたちは
すべての人が、大切な人との関係において
心からのやすらぎを得られるように
ここに「虐待と暴力のないまちづくり」を進めることを宣言します
子どもへの虐待、夫婦や恋人同士の間で起きる暴力、
高齢者・障害者への虐待は、
被害者の人権を著しく侵害し
心身に回復困難な傷をもたらします
暴力はいかなる理由があっても、決して許されるものではありません
子どもたちが
生まれて初めて知る家庭という小さな社会の中で
身近な大人から暴力を学ぶことのないよう
わたしたちは、家庭から、地域から
あらゆる暴力を根絶していきます

無関心という一番の暴力を捨て
区民一人ひとりができることを考え

Proclamation to Develop a City Free of Abuse and Violence
We hereby proclaim our intention to make Toshima City a place where people are protected from abuse and violence in their relationships with those important to them, and can live with peace of mind.
Child abuse, violence between spouses or companions, and the abuse of the elderly and handicapped are severe infringements of the victims’ human rights and result in physical and psychological wounds that do not easily heal. Violence, regardless of circumstances, can never be allowed.
We will root out violence in every form from our homes and community so that children will never learn about violence from the adults in the first society they encounter—the small society of the family they are born into.
To put a stop to the violence and abuse that occurs between family members and partners, we must first rid ourselves of the number one cause of violence—apathy and indifference. Let us think about what each of us can do as individuals and create a safe and secure city as a certified International Safe Community city.
