Daily Life Information for Foreign Residents
Each of the allowances will be paid to parents/guardians raising children with registered addresses in Toshima City.
※Restrictions apply by household income level. Child allowance will be paid starting for the next month you applied.
From 5,000 to 15,000 yen per month for each child will be paid to parents / guardians raising a child up to 3rd grade of junior high school (up to the first March 31st after reaching 15 years of age).
※Not applicable for children without registered addresses in Japan. Exceptions may be made for children studying abroad, however, so please contact us to discuss your situation.
This allowance is available to single-parent households (including households where one parent is severely disabled) and foster families raising a child up until the first March 31 after the child reaches 18 years of age.
An allowance will be paid to those who are raising a child younger than 20 years of age with a Physical Disability Certificate Category 1 or 2, Rehabilitation Certificate (Ai no Techo) Category 1 to 3, cerebralpalsy or progressive muscular atrophy.
This allowance is available to single-parent households (including households where one parent is severely disabled) and foster families raising a child up to the first March 31 after the child reaches 18 years of age (or until the day before the child reaches 20 years of age if he/she has a mid-level or heavier disability).
※Not applicable for children without registered addresses in Japan.
This allowance is available to households raising children under the age of 20 with a physical disability certificate level between 1 and 3 (including some level 4 lower limb disabilities), or an Ai-no-Techo (certificate of the intellectually disabled) level between 1 and 3. In some cases, parents/guardians raising children with symptoms that require long-term rest or severe mental disorders may also be eligible to receive this allowance.
Note: Children without a registered address in Japan are not eligible.

Medical expenses incurred at medical institutions will be subsidized. This excludes those not enrolled in a health insurance.
Medical expenses (self paid portion of health insurance applicable expenses) for children up to high school age (the first March 31st after reaching 18 years of age) will be subsidized. As a general rule, the subsidy is available from the day of application.
Self paid portion of health insurance applicable medical expense will be subsidized (partially or fully for low income households) for families or guardians without a father or mother or with a mother or father with a severe disability raising a child up to the first March 31st after the child reaches 18 years of age (until the day before the child reaches 20 years of age for those that have a mid-level or heavier disability).
