Daily Life Information for Foreign Residents
If you live in Toshima City and your pregnancy is confirmed at a medical institution, please notify your nearest Public Health Center, Health Consultation Center, Residents Office, or the Public Health Center Satellite Office (located on the 4th floor of City office).You will receive a “Mother and Child Health Bag” (free of charge) containing a Maternity Passbook, Pregnancy Health Checkup vouchers (for 14 check-ups), and other items.

Vouchers for a Dental Check-up for Pregnant Women will be sent to those who report their pregnancy to Toshima City. Upon receipt of the voucher, make an appointment at a dental clinic taking part in this program stating that you will be using the Toshima City “Dental Check-up voucher for Pregnant Women”. Bring the following items with you. If you do not receive the voucher due to newly moving into Toshima City or any other reasons, please make an inquiry by telephone.

The Toshima City Office will provide subsidies to pregnant women who have difficulty of paying for their childbirth expenses. Prior consultation is needed and medical institution for delivery will be designated.

If you intend to undergo infertility treatment, please first inquire to the Tokyo Metropolitan Government. There are conditions for the treatment covered, and infertility treatment assistance has age restrictions for when treatments can begin. If you received treatment before health insurance became available for infertility treatment and are approved for infertility treatment assistance by the Tokyo Metropolitan Government, you can also receive designated assistance for treatment from Toshima City. Assistance is offered for in vitro fertilization and microinsemination. Written applications are available for downloaded on the city website, and they are also distributed on the fourth floor of the Ikebukuro Public Health Center, the Nagasaki Health Consultation Office, and the Ikebukuro Public Health Center Satellite office on the fourth floor of the Toshima City Office.
If you started treatment after April 1, 2023, there will be no assistance from Toshima City.

This class for first-time mothers-to-be is conducted by nurses, midwives, nutritionists and dental hygienists. These health professionals inform participants about pregnancy, delivery and parenting through presentations and hands-on exercises.
Parents expecting their first child can receive hands-on training at tasks such as bathing babies.

Families residing in Toshima City with children below 2 years of age (including before delivery).
8:00 a.m. to 7:00 p.m. (excluding new year’s holidays)
2 to 4 hours per order. As a general rule, the service is available up to a total of 70 hours (up to 160 hours for multiple pregnancies).
900 yen per hour
Note: Reduction/exemption may apply. 1.5 times the rate when caring for more than one child (limited to siblings).
Apply after a Family Support Center staff visits your home and explains the terms of use. Make reservations at least a week in advance of the date of use.
* Families with a single parent and a dependent child of elementary school age or younger (subject to requirements) are also eligible to use this service. Please contact one of the centers below for details.

A counseling staff will visit your home to provide consultation on childrearing.
Visit time: 9:00 a.m. to 5:00 p.m., Monday through Friday (excluding national holidays and New Year’s holidays).

Families with children about to turn one year old will be sent a household chores and childrearing package (online catalog gift) if they respond to our childrearing-related questionnaire.
Parents/guardians with children who will reach one year of age in FY2024
First child: 60,000 yen value
Second child: 70,000 yen value
Third child: 80,000 yen value
After you complete the questionnaire, you will be sent an email that gives you access to the gift exchange website, where you can exchange your points for gifts.
City officials will visit your home and ask you to answer the questionnaire in person. Please scan the QR code on the flyer sent to your home to set the preferred date of your home visit.

Those who want help with childrearing (User Members) and those who want to help them (Helper Members) become members of the program to support each other with childrearing in the local community (paid support activities). Drop off and pick up your children at daycare facilities, schools, lessons, etc., and take care of them for short periods of time. Helper Members are paid volunteers who have completed Toshima City’s designated training program
Those who live in Toshima City with a child between 43 days of age and the age he/she completes elementary school.
As a general rule, 7:00 a.m. to 8:00 p.m. (other times available after consultations)
800 yen per hour on weekdays (7:00 a.m. to 7:00 p.m.)
Note: Reduction/exemption programs are available.
