Daily Life Information for Foreign Residents
Municipal Kindergartens provide two years of education to 4 and 5 year olds who are registered residents of Toshima City. Applications are to be submitted around October every year.

There is no compulsory education for foreigners, however, foreigners may enroll in elementary schools and junior high schools if they wish. If you wish to do so, an application for enrollment will be needed. Please come to the counter with resident cards for both the parent/guardian and the child. As a general rule, the school to attend will be designated according to the child’s address. Children aged 6 by April 1st will start elementary school and children aged 12 by April 1st will start junior high school.
The City will provide financial assistance to those who have difficulty covering expenses incurred at national and public elementary schools and junior high schools upon application.
1.Eligibility
This is for parents/guardians of national and public elementary school and/or junior high school students residing in Toshima City who are receiving welfare or facing financial difficulties (there will be income screenings).
2.Items Covered by Assistance
Expenses for school supplies, school lunches*, off-campus activities, school trips (junior high school), field trips (elementary and junior high school), yearbooks, art appreciation, etc.
*Notice about School Lunches
Since the second semester of 2023, school lunches are free in all municipal elementary and junior high schools in Toshima City. As such, children enrolled in municipal elementary or junior high schools are no longer eligible for school lunch subsidies. For children enrolled in non-municipal schools, however, the actual cost parents/guardians pay will be covered.
3.Application
Application forms will be distributed through the school to all students at the beginning of April every year. Please fill in the application form and submit it to the School Management Section.
Application forms are available at the City Office Main Building (3F or 7F) and the Tobu and Seibu Residents Offices.

Note: Application for School Assistance Subsidies must be submitted every year. If your application is delayed, you will not be eligible for the time before the application is submitted.

Guardians of students who live in Toshima City and are enrolled in Special Classes for Disabled Children at public elementary or junior high schools (including those who also attend regular classes).
2.Items Covered by Assistance
(1)Students enrolled in Special Classes for Disabled Children and other disabled students.
Expenses for school lunches*, transportation to school (for student only), vocational training transportation, intercommunication study transportation, graduation trips, off campus activities (day trips and overnight trips), school supplies and supplies to commute to school, school supplies and supplies to commute to school for students newly entering school, etc.

Note: Assistance will be provided for partial or full amount for the above items. Level of assistance will vary by income level and assistance received through other assistance systems such as school assistance subsidies, welfare, etc.
