Daily Life Information for Foreign Residents
Toshima City Office has its own rules for disposing of garbage and recyclable resources. In order for everyone to live comfortably, please follow the rules below:
Garbage and recyclable resources should be sorted out and placed at the designated collection site by 8:00 a.m. on the collection day. If you are living in the Ikebukuro Station area, please bring your items to the collection site by 7:30 a.m.
Each area has its own collection day to dispose of the garbage and recyclable resources.
The collection site is where garbage and recyclable resources are temporarily placed until they are collected. It is shared by everyone in the area.
Please check with your landlord or realtor for the location to place your garbage and recycled resources.
If nets are used to keep crows away, place the items under the net.
When a large amount of garbage or recyclable resources needs to be disposed of at one time in case of moving out, etc., please contact Toshima Waste Collection Office.
Garbage and recyclable resources are collected also on rainy days and national holidays.
Garbage and recyclable resources that are not sorted out will be left uncollected at the collection site with a violation sticker. It needs to be re-sorted and disposed of on the next collection day.
They need to be sorted out into burnable waste and metal/ceramic/glass. Recyclable resources should be sorted out into bottles, cans, pet plastic bottles, papers and cloths.
* Please note that the method of disposing of plastic resources is different for those who live in the following areas where the plastic resource collection model project is implemented.
Ikebukuro Honcho 2-chome, Kanamecho 3-chome, Komagome 1- and 2-chome, Senkawa 2-chome, Nishi-Sugamo 3- and 4-chome, Higashi-Ikebukuro 5-chome, Minami-Nagasaki 6-chome, Mejiro 4-chome
Kitchen garbage, small numbers of branches and plants, dirty paper, used cooking oil, disposable diapers, dirty cloths, plastics, rubber and leather.
Place them in a transparent or semitransparent plastic bag (There is no designated bags. Plastic shopping bags are accepted.) or in a garbage container before disposal. Black plastic bags and boxes are not allowed to be used.
Drain the garbage well before disposal.
Furniture and other household items and futons with over 30 cm on any sides cannot be disposed of at the collection site. They should be disposed of as large-size waste.
Small-sized metal wastes and knives, home appliances, ceramics, glass, lightbulbs, fluorescent lights, spray cans, butane gas cartridge, items with mercury.
Please cooperate in avoiding injuries to collecting staff by wrapping knives with thick paper, placing florescent lights in boxes, etc.
Please make sure spray cans, butane gas cartridges and lighters are empty before disposal. Place them in separate bags.
Items with over 30cm on any side cannot be disposed of at the collection site. They should be disposed of as large-size waste.
Bottles, cans, pet plastic bottles, styrene foam trays, plastic bottles such as for shampoo, conditioner, sauce, dressing, cosmetics, kitchen soap and cooking oil.
Remove the lids from the bottles and rinse them. Rinse the cans and press to make them flat. Remove the lids from the plastic bottles, rinse them and make them flat. Place them in designated containers.
Rinse the styrene foam trays and plastic containers and place them in the designated net.
Newspapers, magazines, cardboard boxes, thick paper boxes, wrapping papers, milk cartons and used cloths
Papers should be strapped crosswise.
Rinse the milk cartons, spread them and dry them before strapping.
Cloths should be placed in a bag and write “old cloth” on the bag.
Bottles and cans which are severely dirty and cannot be cleaned, bottles and cans that are not for food or beverages and bottles that are broken should be disposed of on the collection day for metal, ceramic and glass waste.
PET plastic bottles that are severely dirty and cannot be cleaned, plastic containers other than plastic bottles and styrene foam trays, non-recyclable papers such as laminated papers and coated papers, and dirty clothes should be disposed of as burnable waste.
How to Separate Garbage and Resources (for those in areas where the plastic resource collection model project is implemented)

Contact Large Sized Garbage Reception Center with someone who can speak Japanese to disposed of large-sized household wastes.
You have to make an appointment to dispose of large-sized waste.
First, call the Large-sized Garbage Reception Center.
Describe the items to the clerk and confirm the date and fee.
Purchase a large-sized garbage handling ticket at a convenience store, etc., in Toshima City.
Attach the large-sized garbage handling ticket to the item and place it on the designated location on the designated morning.

According to the Home Appliances Recycling Law, air conditioners, TVs, refrigerators, freezers, washing machines and dryers must be recycled. They can neither be disposed of as large-sized waste nor disposed of at collection sites.
If you are buying a replacement, ask the retailer to handle your old appliance.
If you are not buying a replacement, ask the store you bought the appliance to handle your used one.
If you do not know where the appliance was purchased, ask the Home Appliance Recycling Center and ask for the advice.

Used computers cannot be disposed of as large-sized waste or disposed of at the collection site.

Please apply online to ReNet Japan Recycle. A courier company will pick up the items from your home at a date and time of your choice.
If you include a PC, the collection fee for one box will be waived. (The size of one box must not exceed 140 cm in total for the three dimensions and 20 kg in weight.) Monitors, printers, etc., can also be collected together with the PC.
Gas cylinders, petroleum, car batteries, motorcycles, tires, fire extinguishers, boulders, sand, concrete blocks, etc.
When you need to dispose of those items, contact the store you bought those items or contact Toshima Waste Collection Office with someone who can speak Japanese.
You will be charged to dispose of any business-related waste or recyclable resources. For placing them to be collected by the ward, purchase the sticker and place it on the item according to the mount of the item to be disposed of.
