The 3F offers a concentration of services particularly used by Toshima City residents, such as resident cards, taxes, and national health insurance.
Section for ward residents
Until now, paperwork had to be carried out at several divisions to issue a national health insurance card or infant/child medical card when reporting a change of address, etc. General Services has simplified these troublesome procedures through the adoption of the latest IT systems and shortened the wait time. In addition, the General Services Division is open every week on Saturdays and Sundays, while the Tax Division and National Health Insurance Division are generally open on the 3rd Sunday of every month.
This division handles as many of the numerous procedures as possible that are required when moving and changing a family register, issues various certificates, and accepts payment of residence tax, etc. This reduces the burden of visiting several divisions and the wait time for people requesting paperwork.
Since the Edo period, susuki-mimizuku (horned owl folk toys made of silver grass) have been loved in the Toshima area. Because the words Ikebukuro and fukuro (owls) sound similar, owls have been used as an image representing Toshima City. Unique horned owl and owl figurines, sculptures, toys, and more made from various materials and countries are on display.
Persons who have a card that can be used in automatic issuing machines can obtain documents such as a copy of their residence card from the automatic issuing machines (click here for details). The machines are placed on the 1F and 3F of the city office.
In addition to elevators, visitors can also use an escalator to reach the 3F General Services zone and 4F Welfare Services Floor.
