Toshima City will provide its benefits to support children and families raising children.

20,000 yen per child

Recipient of benefit

As of April 2, 2023, parent or guardian raising children born from April 2, 2005, till April 1, 2023.

【Notes】

1．Either parent, guardian, or children must reside in Toshima City as of April 2, 2023.

2. If another relative takes care of the child due to the absence of a parent/guardian living overseas or for other reasons, the relative may be eligible for the benefit.

3．The exception is the child who resides in a childcare institution by the measure.

Those not required to apply

In principle, those who fall under any of the following categories do not need to apply.

See a notice of payment (postcard) we will mail on May 10, 2023.

 

1. Those who receive any child allowance, a child-rearing allowance, or a child-upbringing allowance for April or May 2023 from Toshima City 
2. Those who have lost eligibility for child allowance because the children turn out of the age of not eligible for the child allowance payment

 

If you do not receive the postcard of notice around May 15, 2023, contact our Call Center at the address below.

Remittance information

The transfer destination will be the same account registered as one for the allowances. If you wish to have the money transferred to another account, submit it by mail or electronic application by the deadline.

Note that we cannot transfer funds to any account other than the account in the name of the person receiving the allowance.

If you wish to change the payee for each allowance, you must submit a separate account change form instead of this form.

Who needs to apply

An application is required if you fall under any of the following categories

1. Parent/guardian who live outside of Toshima City but their children live in Toshima City (except living overseas)
2. Public servants receive child allowance from their workplaces
3. Those who raise a child who is of high school age (born from April 2, 2005, till March 31, 2008). (Note: You do not need to apply if you are receiving a child-rearing or a child-upbringing allowance. If you receive only a child allowance, you may need to request only for the child of high school age.)
4. Those whose 2021 income exceeded the maximum income limit also do not receive a child allowance.
5. Those who separated from their spouse or former spouse by divorce or separation on the premise of divorce between April 3, 2023, and May 31, 2023, also now raise a child living with them
6. Those who moved to Toshima City due to domestic violence, disaster, etc. also raise an eligible child. (You can apply if you reside in Toshima City even if you do not have a certificate of residence of Toshima City)

June 1, 2023,  ～　June 30, 2023　(Postmark valid if mailed)

How to apply

We will send an application form as of June 1, 2023, to households with eligible children in Toshima City. Fill in the format, attach the required documents, mail them in the enclosed self-addressed envelope, or bring them to the City Office.

Objective evidence of separation for divorce (e.g. copies of summon for the divorce settlement date, petition for marital adjustment mediation, the document prepared by the attorney, etc.)

Payment dates may vary depending on the approval of the allowance and the application.

Applicants will be notified individually of the payment date in a notification letter.

为了支援孩子们和育儿家庭，丰岛区将独自支付补助金。

支付金额

儿童1人一律2万日元

支付对象

在令和5年（2023年）4月2日时，养育有从平成17年（2005年）4月2日至令和5年（2023年）4月1日出生的孩子的家长(监护人）

【注意事项】

1. 对象者仅限于令和5年（2023年）4月2日时居住在丰岛区的家长(监护人）或孩子。但是，因为离婚、以离婚为前提的分居等原因而养育状况发生变化的人，以及因为家庭暴力而避难的人并不限于此。详细请看「需要申请的人」。
2. 因孩子的父亲或母亲在海外，或因为一些原因而不能养育孩子的情况等，而由其他的亲戚等养育时，养育孩子的人有可能成为支付对象。
3. 通过采取措施而进入孤儿院的孩子不属于支付对象。

不需要申请的人

符合下列任意一项者，原则上不需要申请。将于令和5年（2023年）5月10日给您邮寄通知（明信片），请确认。

1. 在丰岛区领取令和5年（2023年）4月份或5月份的儿童补贴，儿童抚养补贴，儿童育成补贴中的任意一项者
2. 虽从丰岛区领取了令和5年（2023年）3月份的儿童补贴，但因对象儿童在令和5年（2023年）3月31日已不属于儿童补贴支付对象的年龄，失去受领资格的人

虽然符合上述条件，但到令和5年（2023年）5月15日左右仍未收到通知的人，很抱歉给您带来麻烦，请打电话至最下方的咨询处（电话中心）询问。

关于转账账户

转账账户将是儿童补贴转账时登记的账户。希望汇款至其他账户的人，请在期限内邮寄或电子申请提出。

并且，请注意不能汇款给补贴领取人的名义以外的账户。另外，如果想更改各种补贴的汇款账户的话，需要的不是这个申请书而是另外的账户变更的申请书。请在各种补贴的页面确认提交方法。

需要申请的人

符合下列任意一项者，则需要申请。

申请期间・方法等的详细内容，将在日后再次公布。

1. 对象儿童居住在丰岛区，而监护人不居住在丰岛区时，该监护人需申请（居住在海外者除外）
2. 公务员且从工作单位领取儿童补贴者
3. 养育有相当于高中生年纪的小孩者（注：领取儿童抚养补贴以及儿童育成补贴者不需要申请。只领取儿童补贴的情况，则有可能只需要为相当于高中生年纪的小孩申请。）
4. 令和3年（2021年）的收入超过收入上限额度，且未领取儿童补贴者
5. 令和5年（2023年）4月3日～令和5年（2023年）5月31日，因离婚・离婚前提分居，与配偶者或是原配偶者分居，而养育同居的小孩者
6. 因家庭暴力或是灾害等原因在丰岛区避难，且养育对象儿童者（即使在丰岛区没有住民票，但只要实际居住则可以申请。）

申请期间

2023年6月1日～2023年6月30日（邮寄申请的情况，以邮戳时间为准。）

2023年6月1日，将给丰岛区有符合条件的儿童的家庭邮寄申请书。填写申请书后，请与所需资料一起装入回邮信封回邮，或是到窗口提交。

根据补贴的认定或是申请的认定状况，支付日期有可能不同。关于支付日期，会用通知书等个别通知申请者。

不希望领取时

不需要申请，且不希望领取时，请提交以下的申请书。

子どもたちと、子どもを育てている人を助けるために、豊島区から子どもを育てている人に給付金〈＝お金〉をはらいます。

給付金の金額

子ども1人あたり2万円です。

給付金がもらえる人

2023年4月2日に、2005年4月2日から2023年4月1日までに生まれた子どもを育てている人は、給付金をもらえます。

子どもか、子どもを育てている人のどちらかが、2023年4月2日に豊島区に住んでいればもらえます。

ただし、次のような人は、2023年4月2日に豊島区に住んでいなくてももらえることがあります。くわしいことは、「申し込みがいる人」に書いてあります。

• 離婚〈＝夫婦が別れること〉した人
• 離婚するつもりで、夫婦で別居した人
• 夫や妻の暴力から子どもと一緒に逃げている人
• 災害にあって豊島区に逃げている人

 

施設に入っている子どもの分は、もらえません。

 

申し込みがいらない人

次の１・２のどちらかにあてはまる人は、申請しなくてももらえます。

申請しなくてももらえる人には、お知らせのハガキがとどきます。

お知らせのハガキは、2023年5月10日に豊島区から送ります。１・２のどちらかにあてはまるのに、2023年5月15日になってもハガキが届かないときは、コールセンターに電話してください。

 

1. 豊島区から、2023年4月分または5月分の児童手当、児童扶養手当、児童育成手当のどれかをもらっている人（もらう予定の人）
2. 豊島区から、令和5年3月分の手当をもらった人で、子どもが中学校を卒業する年になったので、もらえなくなった人

 

振り込む口座について

給付金は、手当が振り込まれている口座に振り込みます。別の口座に変えてほしいときは、期限までに区役所に届くように、書類を出してください。

手当を受け取っている人以外の口座に変えることはできません。

手当の振り込まれる口座を変えたいときは、この書類ではなく、それぞれの手当の口座を変えるための書類を出してください。

申し込みがいる人

次の１～６のどれかにあてはまる人は、申し込みをしてください。

1. 子どもが豊島区に住んでいるが、自分は別のところに住んでいる人
2. 公務員で、職場から児童手当をもらっている人
3. 2005年4月2日から2008年3月31日までに生まれた子どもを育てている人（ただし、児童扶養手当や児童育成手当を受け取っている人は、「申し込みがいらない人」です。児童手当だけを受け取っている人は、この年齢の子どもの分だけ申し込まなければならないことがあります）
4. 2022年中の収入が多かったので、児童手当をもらえなくなった人
5. 2023年4月3日～2023年5月31日までに、離婚した人
   または離婚するつもりで、夫婦で別居することになった人で、子どもを育てている人
6. 夫や妻の暴力から子どもと一緒に逃げている人や、災害にあって豊島区に逃げている人（この場合は、豊島区に住民票がなくても、豊島区に住んでいれば申請できます）
